Mapping Malaysia’s current contribution towards a sustainable future
KUALA LUMPUR – The Malaysian Government is currently undertaking a National Capacity Self-Assessment (NCSA) project to measure and enhance the country’s ability and effectiveness in carrying out its obligations under various ratified global environmental Conventions.
The capacity self-assessment project, funded and undertaken in partnership with United Nations Development Programme (UNDP) and Global Environment Facility (GEF), focuses particularly on the three Rio Conventions; UN Convention on Biological Diversity (CBD), UN Convention to Combat Desertification (CCD) and UN Framework Convention on Climate Change (UNFCCC).
The primary goal of NCSA is to determine national priorities for capacity development to better address global environmental issues, taking into consideration the country’s capacity strengths, constraints and needs. It also aims to create awareness and sensitise the stakeholders on the requirements of each country when it ratified the agreements and the current capacity issues relevant to biodiversity, climate change and land degradation.
At the end of the project period, a report detailing the current activities contributing towards fulfilling Malaysia’s commitment under the three conventions, in-depth analysis of challenges in carrying out these commitments and a set of recommendations on capacity development actions to address them will be submitted. These recommendations are expected to be integrated with other national plans in developing capacity for sustainable development goals and programmes.
Malaysia is one of over 150 countries around the world that has engaged or is in the process of engaging NCSA projects.
To date, Malaysia has organised one NCSA workshop in Kuantan on 3rd and 4th September 2007 with the objective of taking stock of current status, activities and capacity. Three more workshops with the same objective will take place in Putrajaya, Kuching and Kota Kinabalu.
